In Parliament today I raised an issue about a couple of suburbs that I look after: Sturt and Seacombe Gardens. Most people know that they were Housing Trust suburbs, and many homes were built by the trust in the 1950s and 1960s. One of the problems that has arisen is that the areas were surveyed but, when the homes came to be built, the Housing Trust paid scant regard to the survey lines. So, fencing was erected without due regard to the legal title of the properties. At the time, it did not really matter, because on a particular block all the houses would be Housing Trust properties. They were all public tenants and, whether they were the recipients of welfare or people on low wages, they were able to get a roof over their head. Read the rest of this entry »

Today the Independent Gambling Authority holds an inquiry into the impact of poker machines on problem gamblers. I’m interested in the evidence they collect at this inquiry as I plan to introduce legislation to ban poker machines designed to attract problem gamblers
Poker machines such as Dolphin Treasure and Island Dreaming encourage problem gamblers to keep playing with ‘bonus’ features such as ‘free spins’. These so-called bonus features lead gamblers to think they are getting something for nothing. It’s illusory as payout rates are no different to any other poker machine at the venue. My legislation will ban these tricks designed to prey on problem gamblers.

It’s good to see the Minister for Water Security, Karlene Maywald, announcing that a sustainable and secure water supply will be an objective added to SA Water’s Charter. Back in February, I introduced legislation demanding that SA Water set binding annual water conservation targets. The legislation, based on similar amendments introduced by Greens’ MLC Mark Parnell, called for a target of 30 per cent less water consumed by 2015, based on 2005 consumption levels. And that SA Water must report its progress each year in its annual report.

I congratulate Prime Minister Kevin Rudd and his Petrol Price Commissioner for announcing a national FuelWatch scheme. I called on the Rann Government to introduce a similar scheme for South Australia back in August 2006.
I based my idea on the success of Perth’s FuelWatch, estimated to save motorists on average $2.50 a week. Check out how FuelWatch works on www.fuelwatch.wa.gov.au

Recommendations of a report from the Work Life Balance Committee, tabled in Parliament yesterday, included paid maternity leave and more flexible working hours. The paid maternity leave would apply to all working SA women, including part time and casual employees. Full time employees would receive 14 weeks’ minimum wage payment and the right to return to work after 12 months. Part time and casual workers would earn less pay over the same period. The report recommended that the State Government fund these schemes to ensure there are no additional costs to businesses.

The Premier announced today that work on the new Marjorie Jackson-Nelson Hospital will start later this year. The master plan for the $1.7 billion project includes a five-week public consultation process. Feedback on the plans can be emailed to MJNHFeedback@health.sa.gov.au However, the Premier has made it clear that the name for the new hospital will remain despite a mixed reaction to ‘The Marj’. Sounds as if the Government will not be too open minded about your feedback.

Treasurer Kevin Foley announced in Parliament last week that the funding for Adelaide’s proposed desalination plant at Port Stanvac will come from SA Water. Previously, the Treasurer had been pushing the merits of a Public Private Partnership (PPP). Under the new approach, SA Water will issue a competitive tender for the private sector to design, build, operate and maintain the plant, with SA Water providing the project finance. The 50-gigalitre desalination plant is expected to be delivering water by the summer of 2011/12.
Meanwhile, I’ve written to the Water Security Minister Karlene Maywald with more than a dozen questions around plans for a desal plant.
